GOA LEGISLATURE SECRETARIAT AD HOC COMMITTEE ON HOME Porvorim 20 June 2008 PRESS COMMUNIQUE The ad hoc Committee on Home (19.6.2008) held its second sitting to examine major schemes, programmes and the adverse comments of the Comptroller and Auditor General of India in respect of GAD, Goa Sadan, Public Grievances, Vigilance & GPSC. 2. The Committee was chaired by Mr. Manohar Parrikar, Leader of Opposition. Mr. Francis D'Souza, Mr. Mahadev Naik, Mr. Milind Naik and Damodar Naik, BJP MLAs attended the meeting as special invitee. 3. Members of public turned up in large numbers and expressed their views before the Committee. Notable amongst them were: Mr. Godfrey Gonsalves, Mr. G.N. Mishra, Mr. Ramnath G. Naik, Dr. Pratap Naik, Mr. Wilmix Wilson Mazarello 4. Mr. Uddipta Ray, IAS, Secretary, GAD & Vigilance, the Secretary,, PSC and other officers deposed before the Committee. QUICK COMPLETION OF GOA NIWAS, NEW DELHI & GOA BHAVAN, MUMBAI 5. The Leader of Opposition ridiculed the Government for constructing a swimming pool in the new Goa Niwas at Chanakyapuri using frugal public finances. He urged the Government to expeditiously complete the works on Goa Niwas, New Delhi and Goa Bhavan, Mumbai. He also wanted the issue of allotment orders to common man of vacant rooms in Circuit Houses and Government Bhavans on time and also revision of tariff. ILLEGAL CREATION OF POSTS IN HEALTH DEPARTMENT 6. The Leader of Opposition drew attention of the Government to illegal creation of 87 posts under the Urban Malaria Scheme in the Directorate of Health Services, without Cabinet approval as required under the Goa (Rules of Executive Business) 1991. He demanded that the recruitment process to these illegally created posts needed to be stopped forthwith. The Leader of Opposition urged that copies of the Rules of Executive Business of Goa must be circulated to Ministers and MLAs to avoid non-compliance both by intention as well as inadvertence. NON-ALLOCATION OF RS.50 LAKHS FOR MARATHI BHAVAN 7. Mr. Parrikar and Mr. Francis D'Souza called the Finance Minister's declaration for allotment of Rs.50 lakhs for Marathi Bhavan in his budget speech in March 2008 to the Legislative Assembly was a sop and a publicity stunt. They pointed out that the money has not been allocated under the relevant demand as the Finance Minister's declaration was under pressure at the last minute without caring to provide at least a token amount in the budget document. Dr. Pratap Naik, Mr. Wilmix Wilson Mazarello, strongly urged for inclusion in the State Official Languages Act Konkani in Roman script and described the non-inclusion of Konkani in Roman script as human rights violation. RESULTS OF GPSC TO BE ON WEBSITE 9. The Leader of Opposition pointed out that all expenditure of GPSC should be voted by the Legislative Assembly except the salaries, allowances and pension of the GPSC Chairman and Members. He also insisted that the cut-off marks and marks obtained in each test should be communicated to the candidates, both failed and qualified, and also put on the website.
