Absolute Republican nonsense from Rush Limbagh's fantasies. Carter, a Democrat, proposed moving to solar energy (20% of our needs), a policy which Reagan gutted. Carter was right then on conservation, etc. Reagan and the Republicans wrong since. The Republican fat-cats have lived well off government energy subsidies while pretending to be free-market.
