ICAO did the "feasibility study" of Mopa Airport. That is no bull. Mopa airpot features on page 72 of the Interim Report of the Task Force on Regional Plan for Goa 2021. Churchill has not been heard to protest about the "Interim Report", perhaps for want of a Portuguese or Konkani [in Romi Lipi] translation. In fact, I do not know if there is any law available in the OFFICIAL LANGUAGE of Goa State ... Konkani in Devanagri script. It is not known if Digamber Kamat as CM has accepted the report made under the Digamber Kamat, the Chairman of the Task Force on RPG 2021. The Regional Plan 2021[final Surface Utilisation Plan] was due on 30 June, 2008 but was re-scheduled for 15 July, 2008. That is not the last word on the subject. The INTERIM REPORT which was due on 15 December, 2007, was re-scheduled to 15 March and 15 April, 2008 and finally submitted by Digamber to Digamber on 03 May, 2008 and made public on 07 May, 2008. Would we have all the BIA-style bells and whistles from Day One? Or would things be much more modest, albeit with high aspirations for future growth, perhaps even on a fast track.
