Where as some make fast bucks in the name of Income Certificates, Residence certificate, affidavits, photocopies etc etc And what more ? It’s like saying ‘No bread then eat cakes’ Stamps papers of Rs.20 denomination which usually require to swear in affidavits are completely run out in the whole of Goa (at least in Vasco & Margao), so people using Rs.50 stamps instead. What a fine way of adding more to Goa’s revenue kitty! Fresh income certificates are required to be submitted to avail of subsidized food products like rice, wheat etc from fair price shops. It may be noted that to get an income certificate, one need to spend whole day or days staying in the serpentine Qs, running after the typist/advocates, buying stamp papers, photocopies , transport cost, Chau-panni for self, again chau-panni (in cash) to govt. Officers/clerks/peons etc If we add all the above cost (including the time lost) etc, I am sure, the actual cost of sugar or rice bought at fair price shop (society) would come to same as other shop or posro. Income certificates should be issued by the village Panchayat level signed by the respective ward Panch and the sarpanch as these are the people who know the applicants very well as they reside in the same locality. Swearing in affidavits? Anybody can do that and it only cost Rs.20 may be Rs.50. What they write in there or what they swear in there, who cares? Who checks? 'I do it because everybody does that' For that matter our Ministers too swear in or taking oath in the name of God during miniters’ Oath taking ceremonies. Who cares about the Oaths? Again, coming to swearing in affidavits, our ministers/MLAs too do that when it comes to declaring their assets at the time of filing papers for contesting elections. They say the moving and immovable assets from all the sources is 1 or 2 crores. But what they are actually worth are 100 times more. Take a typical example of Taleigao MLA and Navelim MLA. The land and the buildings alone would be more than 100 crore. Plus one has to add the value of Gold and jewelry (including smuggled gold biscuits if any etc), money in the bank both Indian and abroad, properties outside India, expensive cars etc etc See? Swearing in affidavits has become just a mere formality.
