I think in any decision on the university, the stake holders namely the
vice chancellor, management, faculty, staff and students have to be consulted.

I see that some of the management have already catapulated and said that giving 
it to the center is the right thing. (I read this in an article on TOI). Given 
that funding crunch seems to be one of the major reasons, one
will have to put together an alternate proposal where the univ. is willing
to bear part of the funding raising responsibilities.

In a recent chat with one of the faculties in Computer Science of GU, he 
expressed the desire that giving it to the center will solve the funding 
crunch. The center can any time pass the univ. to a private party, but then 
professors may or may not be concerned about that.

So, it is not going to be an easy issue to resolve. World over, competitiveness 
is bringing pressures on every one. The times of just
giving one or two lectures in the day, and whiling away rest of the times are 
gone. The question is --- how willing are the professors ready to
take up the challenge of working doubly hard to raise funds ?

In American private universities, tenure is granted partly based on ability  to 
bring in private research grants. In India, we have a govt. job for the 
faculty, one that is permanent irrespective of performance.
