Land conversions

When the use of land changed from one purpose to another it is called land 
conversion
e.g from agricultural land to non-agricultural land or from cultivable  to 
non-cultivable area etc

Land conversion does not necessarily mean  converting  from actual 
Agriculture/forest/hills to development or construction  zone,
e.g. A small plot of say 300 sqmtrs surrounded by 4  existing houses, the said 
plot may still need conversion if the area on  the form I & XIV shown under 
Garden (orchard) or agricultural land.

In most cases, it seems mistakes were made from the beginning at the time of 
first few general land survey/ records and such mistakes continue replecting in 
form I & XIV.

When tenants buy property from their landlords, it is most likely an ‘orchard’ 
land  or agricultural land

However, if one buys a plot from a developer,  in most cases, there is no need 
of conversion as the developers already developed  the  vast area with roads, 
licenses, conversion senads etc.

You have to submit four files (now five?) in prescribe application form 
together with certified copies of plans, I & XIV, sales deed etc. to Dy. 
Collector office.

The Dy. Office will then (takes it own sweet time) forward  each file to TCP 
taluka, Mamlatdar, Forest Dept (and now to Revenue Dept/Minister?).  Although 
you submit your application/docs at one place, it is your duty to make several 
visit to other 4 dept to chase your matter.  First a site inspector from each 
dept will fix a date for site inspection. On the day, you have to arrange your 
own transport to take the inspector to and fro the site. If two dept, are close 
to each other, they never come in the same taxi as each dept inspector like to 
inspect separately.  They say the reports will be forwarded to Dy. Collector 
within a week (if you bribe they would do it same day or next day, and if you 
don’t it could take up to six months as in my case). 
After about 10 days, you will have to visit Dy.coll to see if all reports are 
come , but the clerk in charge will not check the file saying go and ask the 
other depts. first if they sent the report. After several visits, if your all 3 
 reports are finally come, then the Dy. Coll office send a letter to the Survey 
Dept for drawing necessary plans.  At Survey Dept you pay the fees around 800 
for about 400sqmtrs. Then take an appoint for site inspection, on the day, you 
provide transport – he too will say the report will be sent in 7 days.  And 
after 10 days, if you go to dy.coll to check if final report has come – the 
clert will still not check the file saying go and find out from the survey dept 
first if they sent it here.
Once the final report/plan received, Dy. Coll office will then make you to pay 
challan senad fees @Rs.20 per sqmtr for area upto 500 sqmt area

Once the payment is done, it could still take about a week for your Senad 
(although this can be done on the same day of payment).

The whole process should take  about  2-3 weeks  if bribed or else up to 2years 
or never.

Fyi, I  have forwarded an application (on behalf of someone) for conversion of 
an area just over 400sqmtr to Dy.Collector April 2007 and the  case still has 
not been resolved yet despite several visits to various depts. 
Why it taking so long time?
The answer is simple. 
 I  HAVE NOT PAID A SINGLE PENNY TO ANYONE

(Some inspector may even put site inspection reports in the bin if you don't 
pay them as it happend in my case)


Most land conversions (within residential areas)  are like money making scams.
Where citizens are put to great hardship thus losing their time, money and 
energy.

All areas within residential areas/zones should be automatically converted and 
all form  I & XIV records should be updated/rectified  accordingly. Perhaps 
during next general land survey. 

Most people get the above done and the other licenses illegally by paying bribe 
to the local  Panchayat.  And it’s lot lot cheaper and quicker too. Plus you 
don’t have to worry about TCP, PWD & Health Dept plans approval, site 
inspections, senads, etc.
Once the house is constructed (with the blessing of local Panchayat) you get 
your New House No and that’s make you feel your house is legal.


OK, would like to know the status of your land?
Just visit any MAHITHI Ghars (Informations Kiosks) situated in cities. There 
are two at Panjim, one at KTC bus stand and the other outside Collector’s 
office garden.
Just give your survery No e.g. 45/3, the taluka e.g. Pernen and the Village say 
Majorda.
Pay Rs.10, and you will get your form I & XIV instantly.  If you are not sure 
about your survey no, don’t worry, try giving as many nos. you remember and 
they will search for you but each search will cost you Rs.5.
