In any plan concerning the whole of Goa any Goan who is in some profession or
the other, is bound to have conflict
of interest if looked at that way.
Since the plan of Goa involves the future of Goa, his profession will
most likely be one of the involved entities.
An agriculturalist who is into agriculture is bound to have conflict of
interest as is a businesman in any field. Any educationist is also bound to
have conflict of interest. Will a medical professional not have a conflict of
interest or for that matter an IT professional ?
The point is --- one needs to go beyond narrow personal self-interest and look
at the greater good of Goa, once one becomes a member of such a task force.
Secondly, what one could possibly do is to ask for a full disclosure policy
from each person of such a task force, wherein he/she discloses what all
his/her current business and other interests are including names of
people/companies he/she is dealing with, while taking adequate care of privacy
issues.
