Hi Armando, That's a tough one! Modlo Vado (or, Central Ward) is a location you might come across in many Goan villages. Do you remember which village they came from? Fernandes, as you could guess, is one of the more common surnames!
Try searching the Goa electoral rolls via Google. Just search for "Julius Fernandes Goa electoral rolls". But of course, this is assuming *the* Julius Fernandes you're looking for is still a resident of Goa. What were their ages like? FN PS: Goans in Eriterea! Which year was that?
