If a person was born in Goa during the Portuguese era and then went to North 
India before India invaded Goa in December, 1961; there were requirements of 
“Bilhete de Identidade” and other travel documents to cross over the border. 
The BI was issued by the Portuguese Government to identify its national.        
                                                                                
                                                                   
If the parents themselves were not Portuguese Nationals but Indians, then Ms. 
Goswami was born in Goa as an Indian. And I would say this was the case, as she 
says her father was in the Indian Army and no Portuguese national could be in 
the Indian Army, unless you took up Indian citizenship. So to correct Ms. 
Goswami; she was not born strictly of Portuguese parents most likely as the
