Panjim was a planned city. It was planned in such a way that during the 
monsoons when the rivers used to flood the water that would enter the city 
would flow through the drains into a small lake in Mala. The present Kadamba 
bus stand was in fact salt pan and it was connected to the river the other 
side. After liberation during the MG rule builders started filling these salt 
pans. They started building huge buildings and the drains were filled up. I do 
not seem to have seen a lake in Mala now.Parrikar did not build the kadamba bus 
stand but Rane did. So one cannot blame Parrikar for the mess. Regarding 
pissing and spitting in public places there is an act to prevent this. It is 
the duty of the Police who themselves eat pan and spit in public places should 
see that the mess is not done. During Parrikar's regime toilets were erected 
along the river front which dissappeared once he was thrown out.
