Renata Porrikari did (the municipality of Panjim). It is the Planning commitee's duty to see that any building ANYWHERE IN GOA is built according to regulation - regarding sanitation and ERROSION. It is the Belpuri and Pakorah eating people who have come from Central Govt. to Goa that are creating this mess in Goa. ED.
