As for portable toilets this will not solve the problem. Goa is deeply entrenched in a wave of ghanti migration. How much will Goa spend on teaching a ghanti to get into a toilet and let alone using it with care? Will there be volunteers? First, the Goan/Indian doctor in the Carribean is the "coolie doctor" as per the local people. Second, for argument sake, you compare a highly trained/qualified doctor with a coolie and this is nonsensical. Third to combat the problem of parts of Goa becoming open latrines, you studiously avoided the pragmatic argument from several Goanetters for permanent and portable toilets where appropriate
