Dears, The 31st of August is a Red Letter day for the lovers of KONKANI language. It was on this date in 1992, that Konkani LANGUAGE was included in the Eighth Schedule of the Constitution of India by a notification in the Gazette of India.
We have a certified copy of the 71st. amendment with us in Goa. Item 1. of the Act is its short title "The Constitution[Seventy first amendment] Act, 1992" Item 2. reads a] existing entry no 7 shall be re-numbered as entry 8; and before the entry 8 so re-numbered the entry "7.KONKANI" shall be inserted. b]existing entry no 8 shall be re-numbered as entry 10; and before the entry 10.so re-numbered the entry "9.Manipuri" shall be inserted. c]existing entry no 9 to 15 shall be re-numbered as entry 12 to 18 ; and before the entry 12 so re-numbered the entry "11. Nepali" shall be inserted. This is available at http://www.constitution.org/cons/india/tamnd71.htm The Dalgado Konkani Akademi organised a meeting at Grace Church hall, Margao, which was attended by its Executive Committee led by President Premanand Lotlikar and Past Presidents Tomazinho Cardoz and Wilson Mazarello besides Konkani stalwarts like Prince Jacob, Mario Menezes, Michael Gracias, Fr. Planton Faria, Ashok Chodankar, Prabhakar Tendulkar, Anil Kumar, Cyriaco Dias and others. The GT Weekender carried a centre spread article on the language and the script controversy created by the Devanagri ONLY lobby of Margao's GSB and puppets. Even the Goa Legislative Assembly has begun to see the light. It was predicted that Konkani in Roaman Script would die in 20 years after the Official Language Act, 1987, came into force. Twenty one years have passed since then and at least four new magazines have started and are flourishing in Roman script while the only Devanagri newspaper has not even been able to retain its Editors, one of whom won a prize for journalism in Marathi and the other is a candidate for yellow journalism and a third is the Chairman of the Congress Think Tank, though he was an Independent MLA during the passage of the OLA, 1987 Bill and perhaps involved in giving Marathi a lion's share while denying it to Konkani in Roman script.
