Dears,

If you have accessed the link to the Government of India website:
http://www.constitution.org/cons/india/tamnd71.htm
and satisfied yourself of its veracity, you may like to deal with the other
claim of the DEVANAGRI ONLY lobby, including at least two catholic priests
[Mousinho and Jaime] who are obviously suffering from delusions.

The relevant decision of the General Council of the Kendriya SAHITYA AKADEMI
[National Academy of Letters], New Delhi, held on 26 February, 1975, is
recorded thus:
"As KONKANI fulfils the criteria formulated by the Academi for the recognition
of a LANGUAGE, it is recognised as an INDEPENDENT LANGUAGE of India."
This decision has been communicated by the Secretary of the Sahitya Akademi,
Prof. K. Satchidanandan, to the Director of TSKK, Porvorim, as far back as 24
March, 2004. It has been published as a facsimile copy in the GOENCHO ULO Vors
2 Ank 3 [Vol 2 No.3] in August, 2006, alongside the printout of the 71st
Amendment to the Constitution of India.

Ironically, the discussion on issues arising from the 71st amenedment are now
being used in Goa to deflect attention from devolution of powers to the
grassroots under the 73rd and 74th Amendments. The GBA's issues will be sought
to be distanced by reviving the KPA's emotive language issues and divide
society on the basis of religion.

Roman script for Konkani is NOT a demand of only the Catholics just because the
demand for 'Devanagri Only' is of a coterie of GSBs from Margao with vested
interests in Mining, Real Estate and industry with suitable fronts like the
Konkani Basha Mandal or the newly formed Goa-Goenkaramchem Orixtt Andolan [GOA]
with UGDPs Adv. Anancleto Viegas in the lead [can the KBM President-cum-UGDP
General Secretary be far behind?]. Not for nothing is the KBM trying to take
over the GBA [read GT of 12 August 2008, page 1] while GOA wants to substitute
GGRM and GoaMAP in one go [read Tomcat in Herald of 31 Aug. 2008]

It is going to be an interesting "development" in Goa.

Subject: [Goanet] KONKANI in the Eighth Schedule via 71st amendment to
    the Constitution in 1992.

Dears,

The 31st of August is a Red Letter day for the lovers of KONKANI language. It
was on this date in 1992, that Konkani LANGUAGE was included in the Eighth
Schedule of the Constitution of India by a notification in the Gazette of India.

We have a certified copy of the 71st. amendment with us in Goa.
Item 1. of the Act is its short title "The Constitution[Seventy first
amendment] Act, 1992"
Item 2. reads
a] existing entry no 7 shall be re-numbered as entry 8; and before the entry 8
so re-numbered the entry "7.KONKANI" shall be inserted.
b]existing entry no 8 shall be re-numbered as entry 10; and before the entry
10.so re-numbered the entry "9.Manipuri" shall be inserted.
c]existing entries 9 to 15 shall be re-numbered as entry 12 to 18 ; and before
the entry 12 so re-numbered the entry "11. Nepali" shall be inserted.

This is available at http://www.constitution.org/cons/india/tamnd71.htm

The Dalgado Konkani Akademi organised a meeting at Grace Church hall, Margao,
which was attended by its Executive Committee led by President Premanand
Lotlikar and Past Presidents Tomazinho Cardoz and Wilson Mazarello besides
Konkani stalwarts like Prince Jacob, Mario Menezes, Michael Gracias, Fr.
Planton Faria, Ashok Chodankar, Prabhakar Tendulkar, Anil Kumar, Cyriaco Dias
and others.

The GT Weekender carried a centre spread article on the language and the script
controversy created by the Devanagri ONLY lobby of Margao's GSB and puppets.
Even the Goa Legislative Assembly has begun to see the light. It was predicted
that Konkani in Roaman Script would die in 20 years after the Official Language
Act, 1987, came into force. Twenty one years have passed since then and at
least four new magazines have started and are flourishing in Roman script while
the only Devanagri newspaper has not even been able to retain its Editors, one
of whom won a prize for journalism in Marathi and the other is a candidate for
yellow journalism and a third is the Chairman of the Congress Think Tank,
though he was an Independent MLA during the passage of the OLA, 1987 Bill and
perhaps involved in giving Marathi a lion's share while denying it to Konkani
in Roman script.

Satyameva Jayate.
