---------------------------------------------------------------------- GOACAN seeks extension of time to file objections to The Goa Land Development and Building Construction Regulations 2008 -------------------------------------------------------------- GOACAN has called for an extension in the time limit for filing objections and suggestions to the draft regulations of the Goa (Regulation of Land Development and Building Construction) Act 2008 in view of the Ganesh Chaturthi festival being celebrated in the State and many of the people likely to be affected having gone to their ancestral homes may not be able to respond appropriately before the last date 12th September. In a letter to Mr. Morad Ahmad, Chief Town Planner, Town & Country Planning Department Govt. of Goa GOACAN has requested that the last date for filing objections and suggestions be extended by another further 30 days ending 12th October 2008. Copies of the letter have been sent to Mr. Digambar V. Kamat Chief Minister, Govt. of Goa, Mr. Daulat Hawaldar Director, Directorate of Municipal Administration, Menino D'Souza Director, Directorate of Panchayats, Chairperson, Zilla Panchayat North & South Goa, Secretary, Town and Country Planning, for their information and action. It may be noted that the Draft regulations of the Goa (Regulation of Land Development and Building Construction) Act 2008 were issued as a notification No. 21/1/TCP/08/PT.File/3015 dated 8th August 2008 and published in the official gazette, Govt. of Goa, Series 1 No. 20 dated 14th August 2008 The draft regulations are pre-published as required under section 5 of the said Act for information of the persons likely to be affected and the draft regulations are taken into consideration by the Govt. of Goa after the expiry of a period of 30 days from the date of publication of the notification in the official gazette. The Goa Land Development and Building Construction Regulations 2008 covers a range of subjects from Zoning, building height, road width, water supply, drainage & sanitation, open spaces, parking, control on erection of hoardings, guidelines for fuel filling stations, rain water harvesting in buildings and access for the disabled in buildings etc. Annexures cover procedures for obtaining conversion sanad, fire protection and fire safety requirements, CRZ regulations, Village Panchayat & Municipal Building licence conditions, Development Permission from PDA, Technical Clearance Order from the TCPD and Conservation Committee guidelines among others. GOACAN is of the opinion that the draft regulations of an important legislation like Goa (Regulation of Land Development and Building Construction) Act 2008 which will have a major impact on the people and the state of Goa needs to be carefully examined by local authorities like Village Panchayats and Municipal Councils which are presently in the hotspot over Licencing of mega housing projects.
