As usual, your above post too has jolted me a wee bit !


 
In legal terms The "public purpose" could include "Industrial and other 
infrastructural developmental needs for the common good of the citizens” 


 
Now what is the meaning of this in plain and simple English ?


 
If I am not wrong, state the above and it’s gone “oomph” !!! (whose ever 
property) and nothing any one can do about it , is that it ?


 
If that is so, who is the Authority to know the “developmental needs for the 
common good of the citizens”   don’t tell me it’s “Digu baba and his 
challis chor”, shouldn’t it be the Panchayat,  through the Gram Sabha 
 resolutions or approvals ?   You have left me totally confused 
!!! What the “-----“, are the Gram Sabha’s for any way ? If they don’t mean 
anything. Are the Panchayat’s , just impotent bodies  watching from the 
side lines, while the MLA’s act like “studs” ramming and jerking everyone and 
everything, as they please ? I have just lost my appetite for a good meal ! 


 
All this is very very scary, this “Industrial and other 
infrastructuraldevelopmental” does this include tourism, mining and gambling as 
well ?


 
Oh GOD !!! Only YOU can save Goa !!


 
Now since you are very well versed with all the legalities of things, could you 
explain what does it mean by “Cummuldade Property”, who does it belong to or 
who has the right to it, I know, in most place in Goa the cummuldade properties 
have just vanished into thin air,  where are these records available and 
is there any chance to get them back as cummuldade property and how to get this 
done ? I am sorry, there are lot of questions but I am sure a lot of people 
would like to know the answers.
