Dear Roland,
Not just Goa, but evidently the whole of India is a bastion of lawlessness. 
This presents a very important question. Which country, east of Italy has been 
able to engender the sort of democracy that reigns in the West? None. The whole 
of the Middle East is a dictatorship in one form or another. The Far East is 
either a communist bloc or strident police states such as Malaysia, Thailand 
and Singapore. Africa is a civil-war and coup d'etat nightmare. And even Russia 
after a short stint with free-fall democracy has now reverted back to the sort 
of tight rigorous controls that existed prior to the fall of the Berlin wall.

You have to realise that Western styled democracy has been a 10 century 
project. Unfortunately, the same does not hold true from Asia, Africa or the 
Far East, who stumbled from feudal or tribal system of governance into 
colonialism, never having the opportunity to grow the sort of responsible 
attitudes that come with democracy.

The situation in India is poised to get far worse. A look at the communal 
propaganda that is being circulated by extremist groups is bone-chilling. Add 
to that a polity that has half its anatomy missing. A crumbling world-wide 
economic situation. A predicted water and food supply shortage. 1 billion 
people and growing. This is a cauldron of disaster.
