Joe has a point.
A lot of additional police were recruited in Goa around 2001-02. The
argument made then was that this would help to beef up the policeforce,
which was "understaffed". Now, we see a large number of policemen doing
"VVIP duty" but not what the citizen needs them to.
Obviously, the police force is not immune from itself getting
politicised. FN
