Draft RP 2021 kept for public inspection TIMES NEWS NETWORK
Panaji: The copies of the maps and plans containing the revised Regional Plan 2021 for Goa prepared by the government-appointed task force has been kept for public inspection by the town and country planning department at its headquarters in Patto, Panaji and all its taluka level offices.
The TCP will accept suggestions from the public in writing during a 90-day period from October 16, 2008 till January 15, 2009. "We are interested in good suggestions from the public towards the interest of Goa and not related to their own property," chief town planner, town and country planning department Morad Ahmed said. The comments in writing have to be forwarded directly to the chief town planner, TCP or through any taluka level offices of the TCP.
The task force prepared the 313 page report after carrying out surveys/studies through secondary data and consultative process. The RP 2021 had been approved by the TCP board at its 133rd meeting on September 20, 2008 and it has now been notified in exercise of powers conferred by section 13 of the Goa Town and Country Planning Act, 1974 in the official gazette dated October 16, 2008.
However, two amendments to section 16/16A of TCP,1974 and Goa (regulation of land development and building construction) bill, 2008 has been criticised by NGOs, environmentalists and activists, who were instrumental in demanding the scrapping of the RP 2011, as it may facilitate bypassing of the RP 2021.
The member secretary GTCPB has displayed the draft RPG-21 plans as follows: Draft RPG-21 on a scale of 1: 1,00,000, draft relevant district segment 1: 50,000, draft relevant taluka segments 1: 25,000, draft relevant municipal/village panchayat segments 1: 5,000.
Hard copies of the draft RPG-21 would be available at cost, apart from the full draft being displayed on the web.
Trained staff will be available to assist the public at all 11 display centres for the entire 90 day period allotted for the suggestions process. Suggestions will be accepted in the form of brief written statements with or without supportive sketch plans/maps till January 15, 2008.
TCP sources said that suggestions additionally relevant to specific municipal/panchayat areas would be sent to the chief executive of that local body for their advance action in respect of their draft settlement plans and which when processed is subject to both-objections and suggestions.
