I believe that Barad has a point wrt reasonable equality of opportunity. wrt Goa, I submit that FN may wish to review his claim of "regional chauvanism". If he is indeed referring (above) to Goa in the 1960s, he may wish to determine some justification for the 'imposition' of deputationists and other 'imports' in positions which already had fully qualified, ready, capable, able and willing sons of the soil who could have better filled those posts. I ask (for those who wish to check or opine): Was it necessary (in the case of GMC) for instance: to bring in Jejurikar from Aurangabad for HoD of Surgery when GMC and Goa already had Dr. Sharad Vaidya, Nadkarni and Wilfred de Souza? Was he even technically of the same standard as the folks already at GMC? to bring in Deshmukh from Aurangabad for HoD of Medicine when GMC already had GK Salelkar? Was he even technically of the same standard as Salelkar? to bring in Korrane from Bombay for HoD of Anatomy when GMC already had Victor Monteiro? Was Victor technically inferior to him? (Korrane was very good IMHO but not superior to Victor) The basic point however: Why were adverts placed just 24-48 hours (before closing date) in the Navhind Times when they were in non-Goa newspapers a month before? When one understands how one has(had) to apply for a post in duplicate on forms which had to be obtained etc....one will realise that it was technical exclusion of Goa based applicants. This is not to say that ALL deputationists were not required or that they were not good. Dr. Tendulkar was an excellent resource person who assisted ObGyn. He did not come to the top post - (which was held by Lily Jacob) and was a great colleague of of the Rebellos (Mr and Mrs) and of Siclet's sister Nataline who all worked hard. It is my position that - those who do not know the terrain and culture of any place should NEVER be in charge .....until they get to know the place and its people and problems. There is a negative potential when this happens. And that is what went wrong with GMC. The technically inferior HoDs resorted to power play and politics......to cover their inefficiencies. The rest is history. The physical structure of GMC disintegrated. Politicians took control of the leadership of GMC. Thank God for the brave one's (eg Rajiv Mahatme et al who took on the junior docs appointment mess) and the doctors on the second slot like the Dumbal, Patil, Narayanan, Borkar, GK Sharma, Wilfred de Souza, Salelkar, the Rebellos and Nataline etc and those who followed in their shoes ....for teaching and producing some of the finest graduates in medicine I have seen. >From the ones who I have recommended for recruiting here - I can say quite confidently: Give me a GMC graduate any day! GMC continues IMHO excellent doctors even to this day. Pity that the public hospitals in Goa are a disaster zone unfit (again IMHO) for human or animal health care. Hey ..... at GMC, even the clerks came in from Kerala while Goans did not know there was a vacancy. Is it a question of 'chauvanism' or a protest against 'unfairness'. In the Railways case, IF Barad is correct in his facts, he has a very strong point. just my view jc .
