This article has been obtained from Tomazinho Cardoz. It states the factual 
position as far as the recognition of Konkani by the Central Sahitiya Akademi 
[Literary Academy] in 1975 and the Federal Parliament [Lok Sabha and Rajya 
Sabha] in 1992 are concerned.

Of Consensus, Devnagori Script and Konkani.

When anybody writes or makes a statement on any issue, even if it is a false 
statement, it appears as a truth if its falsehood is not exposed at the right 
time. The same thing has happened in building a base for Konkani in Devnagori 
script. For example some people make a categorical statement that “since 1939 
or even earlier when Dalgado produced his Konkani-Portuguese Dictionary a 
consensus was built that one common script and proper script for Konkani would 
be the Devnagori script.”  This statement is confusing in nature. When was the 
so called consensus achieved? In 1939 or at the time when Mons . Dalgado 
published his Konkani-Portuguese dictionary? The statement has no clarity 
because it is not built on the foundation of truth.
 
Let us first understand what exactly is meant by the term ‘consensus’. 
‘Consensus’ is a generally accepted opinion or decision among a group of 
people. This meaning of consensus implies that in order to reach to a consensus 
there should be people of different opinions in that group. When these people 
of different views sit together, discuss the pros and cons of all the diverse 
opinions and finally come out with a solution which is acceptable to all the 
members of that group, then only we can say that they (members of that group) 
have reached a consensus. Has anything of this sort taken place in 1939 or 
during the time when Mons . Dalgado published his dictionary? No!
 
In 1939 a handful of protagonists of Konkani in Devnagori script, belonging to 
a particular caste, organized a ‘sammelon’ (conference)  and in that conference 
took a decision that the script of Konkani should be Devnagori. All of them 
were the supporters of Konkani in Devnagori script. How can such a decision be 
termed a consensus? Let us take the case of Mons . Dalgado. The 
Konkani-Portuguese Dictionary that he published was the result of his hard work 
and deep love for Konkani. He alone was responsible for that dictionary in 
which he wrote Konkani in Roman script. The foreword that he wrote to that 
dictionary in which he said about Devnagori script for Konkani was also his 
personal view. There were no other persons having different opinions with Mons 
. Dalgado. Hence  under no circumstances it can be termed a ‘consensus’.
 
Whatever Mons . Dalgado had written about Devnagori script and Konkani language 
almost 250 years back should be analyzed by taking into consideration the 
circumstances existing at that time. If he was living today, who knows, he 
might have totally changed his opinion on the script issue considering the 
technological development and the process of globalization in this modern world 
as it is happening in every part of the world. 
 
Let us see what Shri Ravindra Kelekar, considered as a visionary of Konkani 
language,  said just 55 years back about the numerous scripts of Konkani. In 
the foreword of the book “Lokbhas Mala” published by Orient Longmans Ltd. 1963, 
writing in Konkani in Roman script he says “ We have always said that we should 
learn Konkani in Devnagori script. This will help us to learn Hindi and 
Marathi. Nevertheless, today Konkani is written in Roman as well as Kannada 
script. Till the time all will begin to write Konkani in Devnagori script we 
should use Roman and Kanada scripts along with Devnagori script. When all the 
Indian languages will be written in one script which may be either Devnagori or 
Roman, we too will write Konkani in that script. Till such time let us develop 
Konkani in all the three scripts.”
 
Mons . Dalgado is no more with us yet his statement, which he made over 250 
years back,  is today widely used to strengthen the case of Devnagori. Shri. 
Ravindra Kelekar is still living. Why his statement of developing Konkani in 
Devnagori, Roman and Kannada scripts simultaneously till all Indian languages 
accept one script – Devnagori or Roman - is not even being mentioned in the 
deliberations and discussions. This is only because we close our eyes to facts 
which go against our selfish interests. The hardcore protagonists of Devnagori 
script are all out to eliminate Konkani in Roman script. This act goes against 
the vision of Shri. Ravindra Kelekar of developing Konkani in all three scripts 
till all Indian languages accept one script i.e. Devnagori or Roman. Shri. 
Kelekar too is silent on this issue. Has he changed his views after 55 years?
Another misleading statement that is often made by the Devnagori lobby is, “On 
the basis of this consensus Konkani in Devnagori script was  recognized by 
Sahitya Akademy, New Delhi and also it was included in the 8th Schedule of the 
Constitution in Devnagori script.” This statement again is a bundle of lies. I 
am reproducing here the resolution of the General Council of the Sahitya 
Academy , New Delhi  due to which Konkani language was recognized as an 
independent language. It says, "As Konknni fulfils the criteria formulated by 
the Akademi for recognition of a language, it is recognized as an independent 
modern literary language of India. With regard to programmes in Konknni like 
the annual award, publications, constitution and meetings of the Advisory 
Board, etc., involving expenditure, Sahitya Akademi should request the 
Government of India to provide the necessary extra funds.  Such programmes and 
other activities should be undertaken only when
 extra funds are available."  There is no mention of any particular script in 
this resolution. That means Sahitya Akademy has recognized Konkani language and 
not Konkani language in any one particular script. It also implies that all 
scripts in which Konkani is written are accepted as far as Sahitya Academy is 
concerned. 
Here below I would like to give the extract of the Bill passed by the 
Parliament to include Konkani language in the 8th Schedule of the Constitution. 
The exact wordings are: “BE it enacted by Parliament in the Forty-third Year of 
the Republic of India as follows: - Short title.-this Act may be called the 
Constitution (Seventy-first Amendment) Act, 1992.  Amendment of eighth 
schedule. - In the Eighth schedule to the Constitution, existing entry 7 shall 
be re-numbered as entry 8, and before entry 8 as so re-numbered, the entry "7. 
Konknni." shall be inserted.” This is the Parliamentary language to pass any 
Bill and convert it into an Act. Here too only Konkani is approved and not any 
particular script of Konkani. On what basis then are we harping on Konkani in 
Devnagori script?  
The ‘consensus’ which was never there and Bank notes with inscriptions in 
Devnagori script cannot be the proofs for substantiating the case of Konkani in 
Devnagori script. Sahitiya Academy ’s recognition as well as inclusion of 
Konkani in the 8th Schedule of the Constitution has considered only Konkani 
language and not in any particular script. If today Devnagori script has 
achieved a prominent status in the field of Konkani at the cost of Roman and 
Kannada scripts it is only through manipulations and fraud.
