Salcete sarpanchas, secretaries collect DRP 2021 kits:
Salcete recorded a cent per cent response from the Sarpanchas and Panchayat
secretaries of the 30 village panchayats vis-à-vis collection of kits of the
Draft Regional Plan 2021. The kits, consisting of seven items, were distributed
to the Sarpanchas this morning in the office of the Block Development Office,
followed by briefing from the Senior Town Planner, S K Byakod. And, come
Saturday, the Sarpanchas and Secretary will put up the plans and other
publicity material in the Panchayat notice board for the information of the
villagers. [NT]

the planning process.. Members of the public an obtain copies of the Village

cheaper and faster to get the Panchayat Secretary to make Jumbo xerox copies of
the Map and give. A scan of the plan could also be obtained from the digital
"xerox machine" and uploaded on the village yahoogroups. those who know how to
do it than can overlay the Map on the Google Earth ingaes of the village to

Builder, govt employees accused of grabbing land:
Area admeasuring 5,40,784.95 sq mts acquired by the government for purpose of
construction of office building and police quarters for police department was
allegedly grabbed by Ms Clotilda Fernandes, Mr Joe Mathias and certain
employees of directorate of Settlement and Land Records and PWD, revealed the
deputy SP, Mr Chandrakant Salgaonkar investigating the case under the
supervision of SP (crime), Mr Mangaldas Dessai. [NT]
Rs 1 cr worth property sold illegally at Anjuna; 2 held:
A property at Anjuna was allegedly illegally sold by six persons, who were not
the rightful owners to a resident of Punjab. Two of the six persons have been
arrested. According to the Anjuna police, Mr Sunil Khosla from Jalandhar,
Punjab and a director of Hindustan Hydraulics Pvt Ltd had "purchased" a
property in survey number 540/07 at Gaumvache Arradi at Anjuna. The property is
reportedly valued at Rs 1.4 cr and admeasures 2525 sq metres. The complaint to
police has alleged that six persons Benedict D?Souza, Paras Doctor, Luis
Fernandes, Philomena Fernandes, Mathew Luis Fernandes and Amresh Sawant had
allegedly prepared forged documents and sold Mr Khosla the property. [NT]
UCTAG opposes GU upgrading:
During a meeting held this week, the University and College Teachers
Association of Goa (UCTAG) has decided to oppose the centralisation of Goa
University (GU). The UCTAG has also expressed unhappiness with the state
government for keeping the teaching fraternity and concerned university bodies
'in the dark' while taking the decision of upgrading the Goa University to
central status. UCTAG is an association of teachers of non-government colleges
affiliated to Goa University. [TOI]
[Miguel's note: On 22 November, 2007, the current CM of Goa, then also holding
the Mintery of Education, had communicated to the Union Minister for HRD that
Goa Government had no objection to upgradation of Goa University to a "Central
University" as Goa was "too small" to have two universities ...though it was
big enough to half more than a dozen SEZs and 8% of its surface area under
mines. Whether the CM can single-handedly over-rule the Goa University Act,
1985, is not known. Now everyone is in "denial" mode, including the Director of
Higher Education, Shri Bhaskar Nayak, who is apparently suffering from an all
time low in his C-drive memory! ]
Candolim hit by water shortage:
Residents of Candolim and surrounding areas have been facing acute shortage of
water for the last one-week and there has been no respite despite repeated
complaints from the residents. "We have not been getting water for the last
eight days and with no well nearby, how are we going to survive," a resident
from Candolim told Herald. "If you go to the PWD, they give us a point blank
reply saying 'There is no release of water from Porvorim', does this solve our
water problems," he stated. [H]

bound to suffer water deficits due to renewed mining in Advalpal and Pirna ....
and its possible extension to Nadora and Tivim, if the proposal put for "Public
Hearing" on 14 November for Pirna and Nadora residents in Bardez, goes through.
All these villages have fountains and streams that feed the river. We may soon
become dependent on Tillari Canal {T.I.P.} water and subject to the mercy of
Maharashtra in April and May every year. The NH-4A four-lane bypass on page 79
of the Draft Regional Plan 2021 is to service these mines which are being
operated again since 2006, legally or otherwise profitably. One Company was
blatant enough to sign an Agreement on stamped paper and notarize it ...to buy

'Iron ore export at Goa falls to 35%':
Goa, which accounts for a large chunk of the country's iron ore exports, is
seeing huge mineral deposits gather dust at ports and traffic from the mines to
the shore falling steeply. Business is expected to drop 35% to 40% this
financial year. ''Goa had exported 33.5 million tonne of mineral ores during
April 2007-March 2008 but this financial year we expect the figure to barely
touch 20 to 22 million tonne,'' said Swaminathan Sridhar, executive director of
the Goa Mineral Ore Exporters Association (GMOEA). [Paul Fernandes, TOI]
[Miguel's note: Goa,one of the smallest states in India exports about half of
all the iron ore exported annually from India. The industry contributes about
4% to the State Exchequequer through a piddling tax of Rs.24 per tonne, even
when the selling price of ore was US$100 or Rs.4000/- @ Rs.40 per dollar or
currently US$70 or Rs.3500 per tonne @ Rs. 50 per dollar. The incomes from iron
ore exports, on the other hand distorts the percapita income of people in Goa
...and denies them access to multi-lateral donors for development works.]
HC converts NGO's letter on garbage stink into PIL:
The Bombay High Court at Goa has converted a letter written by the NGO, Mother
Earth, through its president Dattaray Ghanekar on the failure of the Anerobic
Digester plant of the Corporation of the City of Panjim at Patto Plaza, into a
Public Interest Litigation. [GT]
[Miguel's note: It will be interesting to see how this teacher in a Fontainhas
school performs this role in court, after the Pale elections and 39th IFFI are
history, specially if he has to attend court by applying for 'leave of absence'
to his credit at his place of work, since the PIL is not connected to his

HC raps Goa police
PANJIM: the Bombay High Court at Goa in a stinging comment to the police
investigating into the case of rape of the German minor yesterday said, "Don't
play with the system of law." Coming down heavily on the police, the bench
comprising the Chief Justice Swatanter Kumar and Justice Nelson Britto said the
investigation of the case was "neither just nor fair", and asked the police to
explain why it should not be handed over to a specialised agency like the
Central Bureau of Investigation (CBI) [GT]

themselves de-activated after the withdrawal of the withdrawal letter by the

CCTV cameras: police register cheating case
The police have registered a case against Mr Manoj Modi, the proprietor of M/s
Applied System, Mumbai, under Sections 418 and 420 of Indian Penal Code for
allegedly cheating the police department to the tune of Rs 67 lakh by not
supplying CCTV cameras.
According to the police inspector, Ms Sunita
Sawant, who is investigating the case, the firm was assigned the order to
supply CCTV cameras to all the 25 police stations. [NT]

Matanhy calls for freeze in population:
'Freeze' the population in Goa is what Matanhy Saldanha asserted on Friday,
even as he mentioned he would present a separate memorandum to the President of
India making a strong case for special status to Goa. Addressing a press
conference as chairperson of Goa's Movement for Special Status, which was
formed two months back, Matanhy called for freeze in population (now officially
pegged at 15 lakh) as Goa's scant resources would not be able to bear the
burden of the huge influx of migrants into the State. [NT]

the reels rolling from November 22 to December 2. To add a bit of tinge to the
inaugural function to be held at the Kala Academy, here, Telugu actress of Goan
origin Ileana D'Cruz will assist the dignitaries in lighting the ceremonial
lamp. Path-breaking and well-know Hindi and South Indian star Kamal Hassan

St Estevam fort restoration begins:
A second fort restoration and conservation proposal, after the Reis Magos
project, got underway at St Estevam as Indian National Trust for Art and
Cultural Heritage (INTACH) formally commenced the work on November 21 at the
15th century monument. "The project envisages restoration and conservation of
the fort largely covering the walls, bastions and the ramp leading to the fort,
chambers and domed structure," R C Agrawal, principal director of INTACH's
architectural heritage division, told TOI on Friday. The project, which
includes landscaping and provision of basic amenities for visitors and
tourists, will cost Rs 2.30 crore. [TOI]

Yet again, the Goa Konkani Academy is in the news - this time for the top post,
as the tenure of the current president Pundalik naik culminates this month. Top
sources indicate that the race to the numero uno position in the GKA has begun
in right earnest. Against the backdrop of Mangalore-based Eric Ozario's demand
of having a Roman Konkani protagonist to head the Academy, the nomination is
being closely look at with an unprecedented interest among both - the Roman
Konknni and the Devnagri Konkani lobby as well. Accordingly to highly placed
sources, four names - Dilip Borkar, N Shivdas, prof Olivinho Gomes and Michael
Gracias - are currently doing the rounds. [GT]
