The US showed that having no response throughout the 90's resulted in the 
terrorists being emboldened to escalate their attacks culminating in an attack 
on the US mainland on 9/11.  After the US responded forcefully, the terrorists 
have been on the defensive and their leaders have been unable to show 
themselves since 2003.

India has shown no inclination to respond forcefully or to join the US-led 
worldwide war on terror, and the attacks on innocent Indians continue in 
increased frequency and force.

India will continue to be attacked by terrorists as long as people follow the 
false prophets like Amitav Ghosh who ignore all the evidence in favor of their 
worthless and impractical solutions.
