I read the article. I am embarrassed to tell you that I did not understand what 
she is trying to say. I am particularly puzzled by what the following 
concluding paragraph means. It is apparently her solution to the terrorist 
problem.

"The only way to contain (it would be naïve to say end) terrorism is to look at 
the monster in the mirror. We're standing at a fork in the road. One sign says 
Justice, the other Civil War. There's no third sign and there's no going back. 
Choose."

Could anyone explain who she thinks is responsible for the Mumbai terrorist 
attacks, how justice will be served here, and what kind of a solution she is 
proposing in the above quote? 

Mario, Selma, Gilbert, Marshall, Rajan, Cecil, anyone?
