To respond to a past email (Antonio Menezes?) re education levels in Goa during 
Portuguese times, any reasons why Goans were particularly "reliable and 
efficient" over other people from the Indian subcontinent, in the context under 
which the observations were made by Metcalf? 

Also, does "education" only mean "literacy"? Or, does it also include 
"attitudes, behaviours, body-language, thinking-patterns" and other attributes 
that cannot be learnt at school but are picked up from the environment under 
which one is brought up?
