Why do the people have to come out on the streets, or the Courts direct the 
authorities to implement the law/do their job? Ratan Tata and the 
Industrialists have no faith in the government to protect them and are 
reportedly organising their own intelligence gathering and security. Why is 
there so much politician bashing in the media from the citizens? Because the 
politicians and the bureaucrats have forgotten that they are elected/paid to 
protect and look after the citizen! If they cannot deliver, or want citizens 
not to criticize without providing solutions, then they should retire/step down 
and give their salaries and perks to the citizens who will do what is their 
job. Why are laws not implemented and applied selectively? Why is a complaint 
required to implement the law? Why has corruption been institutionalized and 
not rooted out? Because the government so far has been able to get away with 
anything.  The answers are  unambiguously clear!  
 
Around 8 years have passed, so much money wasted whilst the River Princess is 
hazardously firmly embedded and an environmental hazard. Nothing is moving to 
finally remove it; nobody has been punished or indicted for such inefficiency 
and irresponsibility. The Kiosks at Mira Mar have been permitted to illegally 
exist and get embedded, and the court is shamelessly blamed for the sudden 
demolition. No authority is punished or even chastised or loses anything whilst 
the aam admi bears the brunt, but the authorities can carry on “business as 
usual” with impunity! I have seen the plight if the citizens at the North Goa 
Government Offices. People are made to run from pillar to post, have to xerox 
forms not available, no updated citizens charter available or followed. The 
office of the Civil Register is on the third floor of an incomplete building. 
The small corridor is jam packed at all hours and senior citizens have to climb 
up and down. There are no
 toilet facilities and in the summer people have to sweat it out. The extremely 
busy Registrar is doing his best under the circumstances, but why do such 
conditions exist? This is an important office specially these days, to check 
land deeds and certify important documents and it is pathetic to let this state 
of affairs to continue. 
  
There are many ills. It requires bold lawyers to take on their obsequious 
brethren. The case of excessive remuneration of the Advocate general and 
appointment of Consumer Court Judge not in conformity of the CPA 1986 are 
glaring examples. The Judge in question promptly resigned with the Division 
Bench of the High Court observing that this redresses the grievance of the 
petitioner.  This would have ended the matter, if the petitioner lawyer had not 
appeared in person to insist that the Rs50, 000/- paid as honorarium for five 
months for no official work be refunded! Communalism and terrorism cannot be 
separated. Safronisation of the police force and army personnel will implode in 
our secular society and cause havoc if not dealt with a firm hand by the 
government in power. Where are the government’s priorities? The basic water and 
electric supply and garbage control leaves much to be desired. The roads are 
getting pot holed and more dangerous day by day
 and we find no substantial improvement in infrastructure which matters to the 
citizen!  In fact mega projects are sanctioned  with no consideration for the  
people whom it will  drastically effect .Laws and rules are made to give 
Justice for all, not to be bent and not applied to a certain class of people. 
The Mumbai terrorist attack has got some positive actions long overdue into the 
pipeline. The government has the power and responsibility to primarily ensure 
the safety security and well being of the people before themselves.  It appears 
that the people will have to get much more proactive and keep on the pressure 
to ensure this . We have just celebrated Liberation Day. What with mega 
projects, off shore RIVER Casinos etc it appears they want to liberate  nature 
and Goa from goans!
