PANAJI- Stating that the government is acting like a 'headless chicken,' first
adopting denial mode as regards terror threat to Goa and then going into an
uncontrolled panic, the Leader of the Opposition on Saturday said that the
Chief Minister, Mr Digambar Kamat and the Home Minister, Mr Ravi Naik have
indirectly damaged the state economy by harming the tourism sector through
their flip-flop statements and irrational decisions. This is just at what the
26/11 terror attacks on Mumbai were aimed at destroying the economy of the
country," he added.

Addressing a press conference, Mr Parrikar said that though general tightening
of the state security was a must, the attitude of the government visible while
handling the state security matters during the past 15 days is condemned by the
Bharatiya Janata Party.
"The government while beefing up the state security should have also allowed
all genuine Christmas and New Year programmes to take place instead of
selectively issuing permissions for such events, he stated, pointing out that
the absurdity in security measures is evident at the Margao railway station
where the people are made to pass through the metal detector while the goods go
unchecked.

Observing that the suicide attacks by terrorists cannot be prevented through
security placement but by advanced intelligence information, the Leader of the
Opposition said,
The Chief Minister continuously refuted the BJP observations that Goa is on the
map of terrorists until the central government saw a general threat perception
to the state.
Immediately, the state government acting as if there was a specific intimation
about terrorist attack on Goa, went into hyperactive mode and is now unduly
causing harassment to the public," he maintained.
This has resulted in the international tourists running away from Goa and
furthermore, the government decisions all set to have long-term repercussions
on the state tourism," he predicted.

Speaking further, the Leader of the Opposition said that the state BJP unit is
ready to support the government efforts against the Kalsa-Bhandura project of
the Karnataka government, harming the Mhadei River a great extent, provided the
state government takes the party unit into confidence. The government cannot
take the opposition for granted, he stressed.

Reiterating BJP's demand for release of a White Paper by the government on the
Mhadei issue, Mr Parrikar said that the government is taking bizarre decisions
like organising a dharna before the Parliament when it is not in session,
instead of following logical path and fighting out the Mhadei case in the
Supreme Court where there is a better chance of success. "The government should
have actually thought of organising a dharna in front of the Prime Minister's
residence," he suggested pointing out, "on second thoughts, why is there any
need for a dharna when the Congress is in power at the Centre as well as in Goa.

Replying to a question as regards the state BJP unit negotiating on the Mhadei
issue, with the party's government in Karnataka, Mr Parrikar said, I will do
just that; but for that to happen, I should be the Chief Minister of Goa. Such
talks need to be carried out on the government level, he noted, and I should
have an authority to do so."

"However, If the state government wants me to speak to the Karnataka
government, subject to the condition that they tell us all the truth in this
matter, I will definitely extend my assistance, Mr Parrikar said, observing
that the Union Ministry for Environment and Forests has a authority to close
down the project detrimental to the ecology.
