Very often we blame politicians for the messes that are found in our sports 
organisations.
 
It is my contention that it is the administrators who are to be blamed.  The 
major problem in the governance of these sports associations and federations 
lies in not following rules and regulations as laid down by the constitutions 
of the respective associations as also the rules that the government lays down. 
All our Sports Association and Sports Federation are registered under Societies 
Act 1860 and the respective State Societies Registration Acts. For example the  
Board of  Control for Cricket in India is registered at Chennai and comes under 
Tamil Nadu Societies Registration Act. Do they abide by the terms and 
conditions of the constitutions and state laws?

Take the issue of not submitting the annual statement regularly. The  All India 
Chess Federation has submitted last 45 years (!!)  Annual Statement on Feb 6 
2006 together to Chennai North District Registrar. Similar is the case with 
other Sports governing bodies.
Instead of blaming politicians we sports lovers should blame the administrators 
of sport associations. And we must act as watchdogs to see that theyfollow the 
rules properly. For instance, we must ensure that our respective  Club, 
Association or Federation has renewed its registration with the Registrar of 
Societies. Renewal after every three years is compulsory.

Also we should  insist that Clubs, Associations, Federations etc  register 
themselves under Income Tax Act 10A and 80G. We require more funds for Sports. 
If this is done, then donors for sports activities can get income tax benefits 
under Sec. 80G. This will result in more funding for sports activities.
