The Government of Goa proposes to construct a Freedom Fighters Memorial near
the New Kadamba Transport Corporation Ltd Bus stand at Cuncolim,Salcete South
Goa District at the behest of the Minister for Urban Development and MLA
Cuncolim Assembly Constituency Mr Joaquim Alemao. Interestingly the names of
freedom fighters (both living and dead ) involved in the freedom movement from
Cuncolim are intended to be incorporated on the plaque on this memorial.
According to the Chairperson of Cuncolim Municipal Council, Mr Filonio Vaz, who
spoke to this writer telephonically on 19th & 20th January, 2009 and also gave
the names as herein below. He however said that with a view to ensure that
none are left out or wrongly enlisted suggestions if any, have been called
from the members of the public within seven days of the notice (13th Jan,2009)
.
This exercise has been widely appreciated by the members of the public as
per informal talks this writer held with some of the senior citizens of
Cuncolim infact some felt that the memorial was long over due, but better late
than never.
When Mr Vaz was asked to clarify on what documents he would rely on to
ascertain the veracity and credentials of the freedom fighters , he stated
that a document in proof of receipt of pension or any other document would be
acceptable. When pressed further to ascertain whether those that were 14
years of age (born in 1947 ) or less as on day of Liberation 19/12/1961 could
be considered. He said that there were instances where such youth then, could
have also abetted in suplementing efforts for the freedom movement by
indirectly assisting the older ones and therefore they too could qualify for
the same ofcourse with valid documents as stated above.
However there is some disagreement on this opinion by several others. One
Cuncolkar had this to say. Assuming the freedom fighter was 14 years on 1961
and he married on attaining the age of attaining majority i.e. 18 or 21 yrs
(1965/1968 ) his children would not have qualified for admisssion to seats in
educational professional institutions beyond 25 years of age or for Government
employment beyond the age of 40 ( a concession of five years given to freedom
fighters ) but yet there are many such cases he stated. Have such cases been
scrutinised carefully he wondered.
When asked to elaborate he was reluctant but confided a name and begged not to
put it on record. He said if one obtains such information under the Goa Right
to Information Act in cases of those freedom fighters born after 1947 the truth
will come to light. According to him some dossiers of the then Goa Police are
available in Portugal and even France in the archives and it would be
appropriate to examine them separately, to stop the rot going endlessly even
after nearly 48 yrs of Liberation.
He is therefore of the opinion that information atleast in respect of these
persons listed below should be examined from the Government of Goa freedom
fighters records to ascertain importantly the documentary evidence of which the
Government has relied upon before finalizing the list . He mentioned jokingly
" imagine a thief having been imprisoned by the erstwhile Portuguese regime" if
the foreign dignitaries or ex Portuguese government officials happen to see
their names wrongly placed on the plaque they would make us Cuncolkars and
Goans a laughing stock; as many are not aware of the freedom fighters who
indeed are in receipt of pensions or the "tamra patras" letters of accredition.
It is now left for Cuncolkars and Goans world wide to send in information on
the persons included or left out at the earliest.
