CONDUCT OF GRAMSABHA
I beg to state that the standard of administration and conduct of Panchayat
bodies
needs drastic changes if the bad habits are to be removed and corruption,
manipulation, and wrong procedures of basics like Agenda, recording of Minutes,
transparency in conduct of members (both panchayat officials and electoral
members
attending) are not strictly regulated as required in a good democracy. Your
representative present on 1st February (I was sitting behind him) must have
noted my
verbal objections and how no action as per member's objections and suggestions
were
seriously taken. Also shouting and "SHUT UP" from both sides whilst the Chair
(Sarpanch) is a mute spectator. Important points like Garbage Control,
discussed
vide Agenda for the last Gramsabha held in October, was not recorded nor any
action
taken. Neither was there availability of Minutes to members as decided. At this
Gramsabha, it was vociferously insisted by everyone present that Secretary
reads out
what he has recorded after every Agenda point completed. This was not done and
I'm
sure will not be recorded as is the practice. When I asked the Secretary why
not
recorded, his answer is only what Sarpanch says is recorded. Thus anything
inconvenient, requiring action is simply swept under the carpet by not
recording!
2. This must stop and towards this end I forwarded my point for the Agenda
which was
not brought up, attached as annexure, which is self explanatory. Would be
grateful
for necessary action AND reply to this letter in public interest. I am a
retired
defence forces officer and I feel let down by the crass disrespect shown to the
public by the authorities.
A circular on the lines I have suggested may please be issued for strict
compliance
by the Bardez Panchayat authorities. Your representative may please be asked to
monitor and enforce compliance
