Is this tax for those who are now going to buy tickets or is it for all
travellers i.e. including people who have
already made one one part of their return trip?
I ask this because travel agents in Canada include the cost of all taxes when
you buy a ticket and the passenger
can go to the airport knowing all taxes have been paid. I have close relatives
in Goa who will be returning in April.
