Thanks to many who came back on this (including privately)

Of the many I received, this one’s speed was the highest so far

14785 kbps download
490 kbps upload
Server: Melbourne
(he sent me the actual result  page as it displayed).

That means he is on at least 15 Mbps speed BB connetion
(as Mario said, one can get even 20mbps for additional payment)

In Goa, BSNL offers upto 2mbps for home users and upto Max.8mbps for business

We are on 1000 plan which says min. speed 384kbps to upto Max.2mbps
But my test result showed 
316kbps download
456kbps upload

Note: Test results are never the same depending on how busy is the server or 
IPs bandwidth or how many people sharing the load at the same time.
I even got.. 
210 download
325 upload

Because we are on 1000 plan it should have given us a minimum speed of 
384download but strangely we get lot less than that and rarely we get  more 
than that too Max. noted so far 676download.

Every additional mb (over the usage limit) cost about 80 paise   
Plus you pay the line rental, taxes, cess and any call charges that you may 
have made during the month.
We pay about 1400 fixed pm if we do not exceed the usage limit.

Now, what is Upload/ Download?

When we browse the internet from one page/site/pic to another it actually 
downloads the data from the WWW in the form of text, colours, pic, video etc.
For every download there is always corresponding upload this is because to get 
the info from the net it has to send some info too and that’s upload.

When downloading pics, video, data etc, download meter is faster than the  
upload meter.
e.g. If you wish to download a 700kb picture/photo your total upload/download 
would be around 1000kb (=1mb) One Pic can be of up to 3mb in its original size 
with 10MP camera ( not all pics taken by that camera are of 3mb each some can 
be less than 1mb depending upon the colours or type of pic and its background 
etc).

Similarly, when we upload a photo or a video clip then the upload meter is 
faster than download.
e.g. 5 minutes video in MP4 would be about 50mb in size which means your total 
upload/download would be say about 70mb and if you do this after crossing your 
permissible monthly usage limit, the same video will cost you about Rs.56 + Tax
A photo would cost about Rs.3.

Note: I am not expert in this ‘bytes’ language and I could go wrong.
