The drug trade, or for that matter, any illegal activity, can only exist when
the authorities are made to turn a blind eye or actively participate in the 
activity.


Prime example is Afghanistan.
The opium produced there hits record numbers.
Year after year.


Goa is a prime tourist destination partly because of the ready availability of 
drugs.
After supplying drugs, the next step of the lords is to clean the money by 
putting
it to work in the legitimate sector. That is when you find politicians backing 
projects
like casino's, high density housing and strip mining. 

There is a price to pay for being afraid.
