Dear Tim, You are ill informed about Dubai. It is arrogant Kuwaitis who, being the wealthiest per capita, despise all foreigners, even their relatively poorer GCC neighbours. Likewise many Saudis, the poorly educated, do often behave rudely with Asians. Dubai folks know that their city never had much oil (The rich Abu Dhabi folks down the road are courteous and friendly despite their oil wealth). What little oil Dubai had is over. The foreigners and multi-cultural atmosphere keeps the city going. Without foreigners Dubai is Dead and 50% of Dubai is Indian. I have lived in Dubai for two decades and have always been treated with mutual respect by the locals. Yes especially by the Dubai Police. If you have a flat tire here Dubai Police will help you to change it - even if you are Indian. Back home in India I am often treated like dirt by my fellow Indians especially Indian government employees, Indian police and all civil servants, even the slum dwellers on my Mumbai street who despise me as I drive past in a car. So do come to Dubai. No "Mera Baap Ka Raaj" "Chalta Hai" here. Only decent, disciplined, bloody hard working, mutually respectful folk.
