Eugene had raised the point, the other day, about fluctuating rates for magazines posted overseas. Various post offices quote diverse rates, and I have suspected that this is either due to laziness or being unaware of the accurate information. (If in doubt, charge the higher rates, seems to be the policy.) I'd often prefer to do my posting overseas from the Panjim GPO rather than Mapusa or Saligao, because the rates there seem to be "better". Strange, but true!
