Help others be BETTER INFORMED ------------------------------------------------------- ------------------------------------------------------------ Resolutions passed by NCCF & GOACAN on Earth Day 22nd April 2009 at Navelim ------------------------------------------------------------- Today as we have all gathered here at Navelim on the occasion of Earth Day 22nd April 2009 at the initiative of the Navelim Civic and Consumer Forum & GOACAN to express our concern for Mother Earth and about the damage done to the ecology Worldwide, India and Goa - we need to Act. While we think Globally we need to act Locally and while we think Locally we also need to act Globally.
While we are conscious that so many people Agonise about the situation of the Saipem Tollem and the River Sal, the time has come for all of us to ORGANISE to achieve the Solution as Consumers and as Residents. In this regard we gathered here today RESOLVE to do the following Individually and Collectively: 1. To discuss the issue of the contamination of the Saipem Lake and River Sal in the forth coming Gram Sabha to be held in April and request the Village Panchayats to draw up a Plan of Action in the matter. 2. To discuss the Inspection Report of the Goa State Pollution Control Board (GSPCB) and work on the follow up of the recommendations which involves the Margao Municipal Council and Public Works Department. 3. To follow up with the Margao Municipal Council (MMC) to implement a Sewerage System that deals with the sewage from all the individual homes, Housing Societies and the commercial Establishments. 4. To follow up with the Public Works Department to review the functioning of the Sewerage Treatment Plant operating at Sirvodem-Navelim so that it does not contribute in any way to the further contamination of the Saipem Tollem and River Sal. 5. To follow up with the Department of Science, Technology & Environment (DSTE) to support an Environment Awareness Program in the Margao Municipal Council and the Village Panchayats of Navelim, Telaulim and Aquem Baixo. 6. To follow up with the Water Resources Department (WRD) to support an a Ground Water Protection Awareness Program in the Margao Municipal Council and the Village Panchayats of Navelim, Telaulim and Aquem Baixo and villages along the banks of the River Sal. 7. To follow with the Chief Minister, PWD Minister & Chief Secretary, Govt. of Goa to use the loan of Rs.1376 crore from JICA and Japan Bank for putting in place a sewerage system for Margao & its neighboring villages and the towns of Panjim, Vasco, Mapusa & Ponda on priority. 8. To follow up with the Chief Minister, PWD Minister & Chief Secretary, Govt. of Goa to set a Task Force for the Restoration of the Saipem Tollem & River Sal under the Chairmanship of the District Magistrate South Goa which will undertake the Planning and Co-ordination of the efforts of various Departments & Agencies. 9. To follow up with various Civil Society Organisations (CSO's) and Non Governmental Organisations (NGO's) to observe a two year long Peoples Environment, Sanitation & Waste Management Awareness Campaign during 2009-11 at the Ward & Neighbour hood level and at the School, HSS & College Level during International Year of Biodiversity (2010) and International Year of Forests (2011). 10.
