I recently sent an e mail to the Chief Secretary (CS) with suggestions for 
improving general administration.Before I used to get an acknowledgement 
stating message received, but this does not mean it is read or understood or 
will be acted upon. Now we don't even get that. With the BSNL access to 
internet down umpteen times, I have to ring up the PA to confirm receipt.After 
a week of follow up by phone, the e mail letter gets inwarded to the CS who 
promptly forwards it to Secretary General Administration, no copy or intimation 
to me. The less said about Government Sites the better.Whilst distributing 
computers and printers to Ex-MLAs, the speaker Rane mentioned that the 
information age is marked by crude use of clever tools contrasting clever use 
of crude tools in the stone age! This describes exactly the e-governance in 
vogue today in Goa.
