Preposterous on the part of the Indian Embassies. They outsource the administration. This means that they now pay a third party to do the admin work that some of their employees did.
Logically, that should save some money since the outsourcing should cost less. Also one assumes their employees salaries came from a part of the visa cost. Forget about efficiency. Instead, they save the employees salaries and then charge the public for the outsourcing cost by way of the "service charge". Then they become less efficient. Double whammy to the visa applicants.
