Hats off, this is inspiring! The most important qualification to decline a govt. offer is that one must have an alternate source of income. The problem with most Goans is that offers from Govt. are too lucrative to deny, alternate sources of income are too difficult to come by. Bottomline, we should all start working to live without the need for govt. money. Then only we will be able to speak up our mind in an unfetterd manner.
