Shantaram Naik blames deputed IAS officers for the poor administration in Goa 
due"inefficiency, non cooperation,  and not understanding the State problems" 
.He also says they stay for 2 to 3 years and many projects take 5 to 10 
years,so there is no follow up,and if Goa had their own cadre,they could be 
disciplined / suspended for non performance etc.
With the present set up in Goa, I DO NOT THINK THIS IS A GOOD IDEA! Here every 
Minister wants his favourite police officer/bureaucrat, or influential officers 
who are transferred or remain in their posts accordingly and also if they 
are/are not "cooperative". 
Pray tell me who is punished or even chastised for any wrongdoing or sloth or 
negligence?The real reasons for poor administration are the undermentioned 
lacuna which  if  dealt with  will enthuse the IAS officers to perform in the 
aam admi's  and in Goa's interest!                       
                                 .
 
1)      TRANSFERS- a) To be timely, appropriate and with due diligence.
                                b) Detailed Handing Over/Taking Over procedures 
to be insisted upon AND rigorously enforced.
(Right now transfers are done  mostly at the political level with no proper, 
monitored handing over/taking over) 
2)  INFORMATION & PUBLICITY   - Feedback from Press Reports, Letters to 
Ed/TV/e-mails to be summarized along with intelligence reports and put 
up/circulated and comments called for where required.
3)      CITIZENS CHARTER- Compliance and Education about Charter in all 
Departments!It is shocking government employees are by and large ignorant of 
this Charter! Unfortunately,so are MOST citizens!
4)      Department Heads- Discipline flows from top down.i) Deadlines are not 
met without explanation ii)Follow up not done iii)Power to issue “show cause” 
to be employed where required.
5)      Staff a) Come in time, be in seat, time bound attending to matters.
               b) Excess staff seen whiling away time reading newspapers/doing 
private work. Work Study teams maybe commissioned to streamline.
              c) Grievances Committee in each Department: for i) Staff ii) 
Public
               d) Transparency and accountability introduced
6) Corruption- is endemic and also making people corrupt Illegal 
permissions/deeds, illegal Hoardings, taking bribes for recruitment or getting 
work done etc. To be tackled on many fronts viz Rules, CBI/Enforcement 
Directorate, Lok Adalat, informers/whistle blowers encouraged and protected 
etc. Honesty and good work must be commended.
7) Coordination Committees- In and inter-department coordination. Rules and 
Regulations, feedback and follow up required improving general 
administration. We cannot have one hand not knowing what the other is doing 
resulting in chaotic digging of roads and chaotic administrative 
work.                                                            
 
                                                              
There is no follow up simply because there is no proper handing/taking over IN 
ALL DEPARTMENTS eg  If any  officer is transferred, the new incumbent must come 
and work in tandem for at least 3 to 4 days, files listing all salient points 
summarised (enough subordinate officers /staff seen reading newspapers /doing 
private work could be utilised) detailed memo signed and handed over.Questions 
can be asked/ summary clarified and officer given a tour of  area of 
operation/trouble spots etc.Goa has one of the highest government servant to 
public ratio in the country.The whole country administration is being toned up 
with a congress government at the Centre , IAS officers sent to Goa can easily 
be dealt with for  non performance if the government has the will ,and really 
becomes a responsible, efficient, pro-people, no nonsense tolerated 
government as advertised on Goa Statehood Day!
