Just a brief note to say Alban Couto passed away. He was an IAS officer, and advisor to the Goa government, both in the 1960s and currently.
Alban Couto is a former Indian Administrative Services (IAS) officer with the Government of India, who served in Goa, Bihar and many other centres. In the 1980s, Alban Couto was posted in the UK as director of industrial Division of the Commonwealth Secretariat.
