This is an aside to the thread "foreigners buying property in Goa".

Putting the two together, it seems peculiar in the sense that it was the Russians that saved India's skin during the Dec 1961 conflict. The proposal for (7) v/s against (4) was vetoed by USSR on 18 Dec 1961, so that India, its ally, could take over Goa, Damao and Diu by military force, contrary to UN resolutions that India had signed just a year earlier. If it wasn't for the Russians, India would have been forced to withdraw its forces to restore the status quo of 17 Dec 1961. In a manner of speaking, it seems natural (though crude and obnoxious, but then the Ruskies are not known for finesse, and please don't get me wrong on what I am about to say) for the Russians to proclaim their "superiority" - isn't it? Nevertheless, this behaviour on part of the Russians (and Israelis, for that matter) is a matter for diplomatic resolution (i.e. complain to the respective consulates/embassies/missions to get their citizens under control) rather than proclaiming laws that are not binding. As is usual, politicians will proclaim laws which are full of holes which would be the source for even more moolah for the boys at the top, a la Cidade de Goa. Surely these idiots are not under diplomatic immunity - are they? Instead of tarring every white-skin with the same brush, take appropriate action by arresting the miscreants, noting down their details for distribution to the Indian missions (to consider them as personae non grata, thus no visa could be granted to them in future), put them under lock and key, and get their missions to release them ensuring they be accompaneid all the way to the port of departure from the country. Anyway, that is my point of view, and correct me if I have stated a gross misconception of the law.
