As a participant of the debate, I feel that the organizers had invited too many people for too short a time. The debate could have been conducted with fewer people who more conversant with the procedures and laws of the Church.

As for my take in the discussions, I have said that laws are so many that one could be able to fill up a 'Zablo' (old time Goa's dry folliage collecting contraption) to its limit and burn them to heat water in the ' old time modki', the large copper/earthernware pot. That there are laws but poor or nil implementation.

I had no opportunity to give my say in the matter except for the above, of whether there is a need for a Civil Law to regulate Church properties and estates or not. But here it is.

To bring in a Civil law to regulate the Church properties would be like handing over the keys to the King Midas' treasure trove to a rank thief to take the inventory. It is possible that some chamchas of the Church who have eyes on, and want to have a free run over the Church properties and estates have instigated this debate. One look at how the Comunidades have been destroyed through free run on its properties is open for all to see. What we do not want is government/s interfereing in the matters of the church/religious institutions. It is up to the church to reform its administrative set-up to a level where accountibility is all time high. This is lacking miserably.

The Souto Maior estate in Panjim (Models); the Santa Monica estate in Corlim, Old Goa (Syngenta), the Dr.K.B. Hedgewar High School at Mala Panjim, are the glaring examples of mismanagement and/or irresponsibly handing over of the properties in its care by the Church. With Souto Maior estate, tenants have been allowed to sell tracks of land with the Church either conspiring/manipulating or having been manipulated to receive some 'bones to chew' so to say. The Souto Maior Will (Trust Deed) is very clear that this estate cannot be touched other than for the welfare of the Church or its tenants. With Syngenta, the ecology and environment is poisoned and will be poisoned with the manufacture of the banned pesticides which no one elsewhere in the world will allow. (incidentally, I attended and argued against Syngenta's expansion programme at the public hearing at Old Goa on 14/9/06). But no body is bothered to listen to reason. It is big bucks all the way. The people who have poisoned countries like Switzerland, US, Brazil etc and who have been heavily fined and thrown out lock stock and barrel are having a free and unchecked run in Goa, thanks to our Civil Laws, Civil Law makers and the Church authorities. Do we need this repeat on a large scale?

PS: My views will go contrary to the recommendation made by Teotonio D'Souza that there should be a Civil Law to regulate Church properties and estates. And at the same time these views will find a resonating chord with those of Averthanus D'Souza.
