In my modest opinion, it is not only the "illegal" conversions of land that
should be dealt with severely, but also the *legal.*  There should not be
any agricultural to urban conversions anymore. Full stop.

While illegal conversions are clearly actionable immediately, changing the law 
is a more difficult proposition, but certainly worth a try.

On another subject, I suggest you refrain from admitting to modesty when 
dealing with Goan politicians:-))
