Background till 2007: HRD Human Resource Development New Delhi is in direct control of all the There are 20 National Institutes of Technology NIT (which were formerly known as Regional Colleges of Engineering) like NIT Trichy, NIT Warrangal, and NIT Surathkal, etc.,and Admissions to these 20 NITs are made on the basis of the All India Engineering Entrance Exam (AIEEE) conducted by Central Board of Secondary Education (CBSE) untill 2007 NIT located in each state 50% seats were allotted and remaining were distributed on seat sharing basis with a complete table specifying the NIT and the specific branch and category In case of NON NIT states like Goa and others a fixed allocation is made i.e. for Goa 55 seats were allotted and clearly spelling out which NIT alongwith a specific branch of discipline, for example in NIT Surathkal there was three seats reserved 1 each for Mechanical, Electrical Electronics EEE and Information Technology ITE in NIT Warangal one seat for Computer Science CSE and in NIT Trichy one seat for ECE Electronics Communications Engineering etc etc. Counselling Brochure showing seat allocation for the year 2007 Reflecting branch wise distribution of 55 seats only in NIT’S and not any other institutions which also consider AIEEE results June 2008: http://education.nic.in/whoiswhose.asp In year 2008 HRD Human Resource Development New Delhi changed the admission criteria stating that only 50% seats in each NIT will be on AIR All India Ranking and 50% to the Home State Ranking wherein the NIT is situated for e.g. NIT Surathkal will give 50% seats for AIR All India Rank and 50% seats to students of Karnataka. This meant that Non –NIT states like Goa had no reservation Aggrieved by the revised admission criteria the students namely Mr. Mayur Vhatte and Mr. Yash Usgaonkar and other students had approached the High Court of Bombay, Goa Bench, at Panaji-Goa, and on July 04, 2008 the High Court of Bombay, Goa Bench, Panaji-Goa, in Writ Petition No. 348/2008 whereby, Justice R.M.S. Khandeparkar and Justice S.C. Dharmadhikari had ordered the HRD Human Resource Development New Delhi to ensure that the admissions to Goans in NIT be 55 seats and based on 2007 admission criteria as per the institute and branch wise. CCB announced 2009 Entrance Exams results and the Admission Procedure in 2009. But, this time the site did not mention of the reservation quota for NON-NIT States like Goa and others. and only thereafter the website started reflecting the same on http://www.ccb.nic.in/ccb2009/welcome.htm On 17th June 2009 on behalf of 4 Goan student Adv. S. M. Usgaonkar, had seeked a clarification relating to the State Quota but NO REPLY- LETTER annexed Admission procedure and seat allotment consisted of 4 rounds. And the last date i.e. being 24th July, 2009 when students should report for admission at the allotted NIT ( i.e.24th July, 2009) and which NITs have already commenced their academic year 2009-2010 some by July 20th http://www.ccb.nic.in/ccb2009/AdmissionProcedure.htm However to great dismay and sufferings of Goan Students were totally ignorant and started frantically calling NIT Warangal which has the Convener of the Technical Committee but all efforts till date to get a commitment are in vain on telephone 09490165353 Prof. Srinivas Rao PETITION was SUBMITTED TO MP SHANTARAM NAIK on 26.07.2009 and forward by Email and the Goan students appreciate the MP Mr. Shantaram Naik for immediately taking up the matter with the Minister for State HRD and was given an assurance that the imbroglio of the Quota for Goan Students would be solved and even mentioned next year they would get a New NIT Refer News item on Navhind Times front Page on Wednesday 29.07.2009 that the special Counselling For Non-NIT States would be released by time news paper goes to publication However it now appears that CCB Warrangal have gone ahead and published the special quota for NON NIT Meanwhile the students had noticed that Special bulletin was released and immediately a Notice was faxed to HRD New Delhi / CCB Warrangal Letter is annexed Which says in clear terms all the misdeeds of CCB Warrangal Special Counselling Brocheure released on Web site 27th July 2009 between 1300 hrs to 1500 hrs and displayed a PDF file and the same was immediately withdrawn and a new file loaded on the website on 30th July 2009 at 1200 hrs http://www.ccb.nic.in/ccb2009/Special%20State%20Specific%20for%20NON%20NITInformation%20Brochure-2009.pdf On receiving the Special Counselling Brocheure it has been noticed that Goan students allotted only 42 seats Wherein in reality it should be 55 seats minus 4 goans who have taken admission in NIT by way of normal counseling so total seats to be given are 51 seats And no branch is mentioned 4 Students who joined NIT on or before 24.072009 NIT Agaratalla 21900431 in Mechanical Engineering Varun V. Science Engineering Kakodkar Rohit NITK SURATHKAL 21900346 in Information Technology Bhat Prajana Pandurang 21900171 in Metallurgy and Materials Engineering Pinge Shubbam Dattaram 3 students who were allotted but did not join till date selected for NIT Agaratalla 21902475 Comp. Science Engineering Shann Akerkar joined ISMU Dhanbad selected for NIT CALICUT 21902016 in Engineering Physics Prabhu Alvenkar Parab Ramchandra joined BITS Goa. NITK SURATHKAL 21902694 in Electric Electronics Engineering Morisetty S. Pranita joined BITS GOA The wrong doings in the special biggest drawback are as follows : Counselling date reads as 29th July to 5th August whereas it was loaded on the website only on 30th July 2009 That Goa is allotted 42 seats which should be 51 seats ( 55 seats – 4 students already reported and taken up by Goans in NIT’S) Other private institutes not to be considered as per 2007 counseling On page 8 and 9 it reflects the number of seats in different NITS and again here some NIT like Surathkal Goa has been allotted nil seats for 2009 special counseling NO BRANCH mentioned and what seems ridiculous is that student will be allotted NIT and only when he reaches the NIT will he be informed what branch is allotted. For e.g. if a goan student is allotted at NIT Jammu or at NIT Agartalla to get himself admitted he shall have to report physically to NIT Jammu then will be informed the branch he is allotted and lets say if he is given a branch or field like Civil or Mining only then he can decide whether to take it or return back to Goa because that branch /field is not of his choice It seems like this is DICTATORSHIP There is total injustice because in normal counseling held earlier the students of Home States of NIT could select the NIT and branch while filling in the choice and for these students its like they live in DEMOCRACY Secondly CCB was aware that there was special counseling for Non NIT States as the application form issued in November 2008 for this exam clearly stated about quota for Non Nit States. The results were declared in advance so why is there a delay Last round of normal counseling was 19th July 2009 and last date to report for students was 24th July 2009 so by this date they have the entire list of No Shows meaning student who have been allotted seats and not turned up. We are informed that all NITS have reported the students admitted and those who have not turned up – Why are these seats not allotted to respective Non NIT States like Goa as per 2007 counselling Why are NON –NIT States made to suffer ? The academic instruction loss to these students Again most NITS like Surathkal, Tirchy reflect the Public Information Officer under Right to Information Act. Whereas NIT Warrangal where CCB consists of does not reflect any PIO under Right to Information What is the transparency in this National Exam The website for special counseling for Non NIT States reflects that the legal jurisdiction of courts including High Court is Hyderabad. When it is question of Article 226 of the Indian Constitution can CCB restrict it only to High Court of Hyderabad ?? The present issue of Special quota for Non NIT State like Goa needs to be taken up by all elected members and politicians the issue should not be linked to any Political party We call upon the MP’s Shirpad Naik, Francisco Sardinha to pursue the matter with Adv. Shantaram Naik Restore our 55 seats quota immediately given in respective NIT clearly specifying the branch/field as per 2007 counseling.
