Betalbatim, Guirdolim concerned over rising migrant population

Salcete villages on Sunday expressed concern over the rising population of 
migrants 
in the villages and called for measures to maintain a tab on their antecedents 
in 
view of the recent criminal activities.

If the villagers of Betalbatim gave the Panchayat body seven days time to get 
the 
landlords register the migrant tenants with the Panchayat, the sleepy village 
of 
Guirdolim is waking up the growing presence of outsiders in the village.

At the gram sabha, the villagers of Betalbatim told the Panchayat to crack a 
whip 
against households playing host to migrants without basic sanitation and sans 
verification of their antecedents.

In fact, while giving the Panchayat seven days to get the names of tenants 
registered with the body, the villagers demanded that the Panchayat along with 
members of the ward-level committee inspect the households and identify the 
migrants 
putting up the houses.

The villagers also told the panchayat to issue identity cards to all migrant 
staying 
in the village as a security measure after verifying their antecedents with the 
police.

Some of the gram sabha members felt that the Panchayat should collect one 
month's 
rent from the households for keeping the tenants as is prescribed under the 
Rules.

Betalbatim Sarpanch Minguel Pereira told Herald that the Panchayat would 
immediately 
set in motion the process of getting the landlords register their tenants with 
the 
Panchayat. Incidentally, this is no the first time that the issue over tenants 
and 
migrants have figured in the village. In the past too, villagers had objected 
to 
housing migrants in households sans sanitation facilities.

At Guirdolim village, similar sentiments were expressed at the Sunday gram 
sabha 
meeting.

After the meeting Sarpanch Elcy Diniz said the locals have been facing 
hardships due 
to the presence of locals because of lack of sanitation, thefts etc. She said 
the 
villagers have asked the Panchayat body to take action as far as sanitation is 
concerned in respect of households renting out their premises to migrants.

A local villager Franky Rodrigues said some of the households have rented out a 
room 
for even 8-9 migrants without making arrangements for sanitation. "These 
migrants 
use the open spaces in the village to answer nature's call in the absence of 
toilet 
facilities", he said, adding that the antecedents of these migrants should be 
verified by the Panchayat as well as by the police.
