It certainly cannot be goodwill towards the people of the USA. For example, Britain has had over 60 years to get it right, and failed to do so as the situation seems to be getting worse. The USA needs to find a way to help 15 million people who only have access to emergency medicine today, not screw up what the other 300 million have, which 85% say they are satisfied with.
