NHAI agrees to carry out widening of NH 17

Amid strong request from the State PWD Minister Churchill
Alemao, the National Highways Authority of India (NHAI)
has finally agreed to carry out the widening of the National
Highway 17 in the 45-meter width.

The NHAI had earlier planned to acquire land of 60 meter
width along the NH17. However, due to the stiff opposition
from the minister, it has agreed to carry out the four-lanning
of highway within 45 meters, sources told Herald.

The sources said that Alemao in his proposal to the NHAI,
Alemao had stated that the four-lanning should be carried on
the existing roads as this will minimize the demolition of houses
for the project.

“According to the earlier alignment submitted to NHAI by the
consultants Wilbur Smith, 1400 houses would have faced the
axe while with the present 45-mt width only 188 face
demolition,” sources maintained.

The officials informed that the houses and structures that face
demolition - the major stretches - are near Siridao and Porvorim
(between O'Coqueiro and Guirim Highway) as there is no land
acquired both sides of the highway.

Officials also informed that the NHAI has also agreed to carry
out the four-lanning on the exiting highway and scrapped the
plans to have bypasses at many places.

“The NHAI has informally agreed to drop the plans of a
bypass from the Green Park Hotel, Guirim to Mandovi Bridge
Panjim,” officials who did not want to be named told Herald
adding “more or less the four-lanning would be on existing highway.”

The major bypasses are - at Bambolim just after IPHB to Sirdona,
as the NHAI wants to negotiate the curve there; Nuvem (from
behind Agnel Ashram to Navelim); 10-km bypass in Cuncolim and
also at Tapona and Gagibaga (where the Union Ministry of Surface
and Roads has already acquired land of 30 mt width.

The finer points like the flyovers, underpasses, overpasses are still to
be decided upon, officials stated. The sources said that the Public
Works Department has also moved a file to the government for the
appointment of a land acquisition officer. ‘Once the officer is
appointed the acquisition will begin soon,” officials stated.

Earlier this week, the chief minister Digambar kamat stated that
NHAI 'has more or less finalised' the alignment and that bids would
be invited in 2-3 months' time. The project would be built on BOOT
basis by NHAI.
