Moreover, the reconstitution has come at the fag end of the current term of the Zilla Panchayats and comes against the backdrop of the Zilla Panchayats taking the government to the court over devolution of powers. As per the constitutional mandate, the DPCs are required to consolidate the plans prepared by the Zilla Panchayat, Panchayats and Municipal Councils in the district and submit a draft Development Plan to the government for approval and implementation. Whether the DPC, South would manage to put a draft development plan in place is a big question mark given that much time has been lost in the reconstitution of the committee. For, the DPCs are required to submit the draft development to the government by November so as to facilitate the government to make budgetary provision for the plan. Director of Panchayats, Menino D’Souza admitted that the newly constituted DPC for South Goa may not be able to put a draft development plan in place due to paucity of time. He, however, hastened to add that the Committee can start the work immediately so that the plan prepared and submitted to the government may be taken into account in the 2011 financial budget. Incidentally, the District Planning Committees in Goa have remained defunct since they were first constituted in early 2000. The DPCs were literally confined to the papers for want of guidelines and guidance from the government how to go about the work. DPCs are headed by the district Zilla Panchayat Chairperson, but none of the DPCs constituted till date have prepared and submitted any draft development plan to the government. Meanwhile, GOACAN has urged the Director of Panchayats to call for an urgent meeting of the reconstituted DPCs in view of limited time available for the DPCs to consolidate the development plans of the various villages and Municipal Councils within the State.
