Well, the Goa Panchayat Raj Act clearly states that the DPCs are mandated to have regard to spatial planning while preparing the draft development plant. But, the notification issued by the Director of Panchayats reconstituting the South Goa ZP made a mention of “special planning” though the Panchayat Act clearly speaks about Spatial planning. When this question was posed to the Director of Panchayats, Menino D’Souza, he admitted that the Act refers to Spatial planning and wondered how the word special planning have cropped up on the notification reconstituting the DPCs. “I will check up with the notification and will certainly make the necessary corrections”, he assured. The matter assumes significance given that spatial planning empowers the Panchayat Raj Institutions to deliberate and decide on the development and planning matters.
